This is a set of STools that will allow you to control many aspects of how selected NPCs will operate and interact within your game. This is very useful for people who want to make movies.

The original upload can be found at: http://www.garrysmod.org/downloads/?a=view&id=35751. I've simply edited to the init.lua file, so now the animations window pops up. (It wasn't for me in 2.0.1.)
