This is a the Laser Rifle(sniper) from a gamemode I've been developing, the sounds for it are from Tribes 2 (tribesnext.com)
Put it in your addons, you'll be able to spawn it via weapons tab in sandbox.(otherwise sv_cheats 1 then ent_create wep_sniper)
This depends on power for how much damage, and how much force it outputs.
It only affects Players, NPCs and "prop_physics".
